The India's Department of Science and Technology, hereinafter called the "DST" of India. The ASEAN Committee on Science and Technology hereinafter called "ASEAN COST". The ASEAN-India Working Group on Science and Technology hereinafter called "WGST"
The WGST shall enhance and advance ASEAN-India relations in the areas of science and technology (S&T). It shall be responsible for dealing with all aspects of ASEAN-India cooperation on S&T. It shall consider and approve proposals for the development of cooperation activities in scientific and technological areas. It shall also be responsible for the management and monitoring of projects and activities.
In the period between subsequent meetings of the WGST, new project proposals can be submitted, evaluated and approved for implementation through correspondence.
All project proposals shall be officially submitted according to a stand format to the WGST through the agreed focal points of both sides, namely the DST and the ASEAN COST, for approval.
The size and composition of delegations to the WGST meetings shall be decided upon by the respective focal points.
The WGST shall meet normally every year, alternately in India and ASEANB, unless mutually agreed upon. The WGST meetings shall be co-chaired. Special Meetings of the WGST may be held as and when necessary.
The local costs for organizing the meetings of the WGST shall be borne by the concerned host. However, all other expenses related to the participation in WGST meetings, such as international travel, per diem, etc. of delegates, shall be borne by the respective countries concerned.
The Provisional Agenda for the WGST meetings shall be drawn up in consultations between the two sides.
The WGST's decision shall be on the basis of consensus.
The WGST may establish sub-working groups for specific projects as and when appropriate.
